Dr Mirko Vintar is a professor of information and e-government at the University of Ljubljana, Faculty of Public Administration. He has more than 30 years of experience in teaching, consulting, development and research of management system and information systems in the public sector. He was also Dean (1993-1995), Vice Dean for Research (1999-2009), since 1996 the founder and leader of the Institute for Informatization of Public Administration. For more than 25 years he has been active on the international scene; one of the co-founders of the NISPAcee (Network of Institutes and Public Administration Schools in Central and Eastern Europe), one of the largest European associations of schools and institutes for public administration, member of the NISPAcee Management Board (1993-1998, 2012-2015) 2015 and President of NISPAcee.
He was a member of the Board of Directors of the European Scientific Association EGPA (European Group for Public Administrations (2000-2006) and President of the EAPAA Board of Directors (European Association for Public Administration Accreditation) from 2014-2016. He is a member of several other international scientific committees, eg. IFIP International Federation for Information Processing) TC13, IFIP WG 8.5. He presided over international research working groups on e-government in NISPAcee, EGPA, ECEG, etc. He is a member of editorial or advisory boards of several international scientific journals: Information Polity, Administrative culture, NISPAcee Journal of Public Administration and Policy.
He has written and / or edited more than 250 scientific articles, books and textbooks. He was also a visiting professor at the University of Glasgow Caledonian; Florida International University, Miami; Postgraduate School of Administrative Science, Speyer, Germany; University of South Wales, Sydney, Australia; University of Belgrade, Serbia, etc. Last book (with co-authors): Slovenia on the path of digital transformation, Faculty of Computing and Informatics, Ljubljana, 2018.
